The 18th Amendment Cause and Effect
The cause of the 18th Amendment is that the US needed to conserve grain as well as maintain a sober work force during wartime. This Amendment passed by Congress and ratified in 1919 strictly prohibited the manufacture and sale of alcoholic beverages.
The 18th Amendment over all was not very effective. As an effect the prohibition certainly did not stop people from drinking. Alcohol was still being illegally sold by bootleggers and in speakeasy's where city police were bribed to look the other way. Elected officials didn't even always obey this law as President Harding served alcoholic beverages to his guests.

Volstead Act Violations
The government was fairly lax when it came to the consequences for the widespread disregard of the law. This in turn produced corruption among politicians and in police forces. It also resulted in a growth of criminal organizations. It is because of the prohibition that that 20's have such a big reputation for gangsters and crime. This is a deserved reputation as it is fairly accurate. After all the American Mafia was a result of this.
Would you consider the government's passage of the 18th Amendment an over reaction to the problem of alcohol?
I would consider alcohol to certainly be a problem catalysis in society; however, I think that attempting to entirely take away this option that had up until prohibition been a big part of life is a little bit of an over reaction. They couldn't have possibly thought prohibition would lower crime when they are simply presenting the people with another law they desperately want to break.

There are many reasons why the US decided to outlaw alcohol. One such reason is that it was believed to be more patriotic to NOT consume alcohol as to conserve grain. They also wanted a decline in alcoholism and alcohol related death. Prohibition was also seen as a very moral thing to many as they in their religion disagreed with drunkenness.
The 21st Amendment was passed in 1933 to repeal the 18th amendment. This ended prohibition.
Change and Continuity
Through prohibition the US tried to make a change that would affect social aspects in the US vastly. This change was however a failure so the right to consume alcohol was restored to the people and things continued on as they had before. Although there was not a change in the fact that the 18th Amendment had failed and alcohol was still legal there was still much change in this era as organized crime rated went up drastically.

Their actions support the position that the government and temperance leaders had gone too far as people were outraged at the law and thought it was unconstitutional and few people actually followed it. There was a huge crime wave due to prohibition and led to the high power of gang bosses such as Al Capone. Prohibition really only created a market for criminals to make good money off of.
